普通用词，指谢绝做某事或接管别人所给之物，作后者解时常可与turn down 换用。

He flatly refused to discuss the matter.

他断然谢绝商榷这件事。

She refused to accept that there was a problem.

她拒不承认有问题存在。

He refused to comment after the trial.

庭审之后他谢绝作出评论。

She refused to go there alone.

她谢绝一个人到那里去。

The suggestion seems too good to refuse/turn down.

这个建议太好了，让人难以谢绝。

The car refused to start.

汽车未启动起来。

The horse refused the apple.

那匹马不肯吃苹果。

He refused a second cup of coffee.

refuse还可表示谢绝给予某人其所要之物或不许可某人做其想做之事：

He can run to Dad for money if I refuse him .

虽然，在转述时候可以说：

一样平常对付别人的主动的约请，要求或帮忙等是不适用当面利用refuse的：

refuse一样平常表示断然谢绝，口气武断，显得比较生硬。
可以利用decline指“有礼貌地谢绝”，“婉拒”，“回绝”，且把稳decline是用言语婉拒指含义以是一样平常是人作主语：

Thank you for the invitation but I’m afraid I have to decline.

感谢你的约请，但是恐怕我不得不回绝你了。

I offered to give them a lift but they declined.
